Bailian shared protocol (bailian-protocol)
本 skill 是 bailian-* 家族的统一执行协议。所有业务 skill 在跑 bl 前都应先读本文件。
Install（supported）： 整包装齐，含本 skill 与全部业务 skill：
bl skill init子集安装请显式带上
bailian-protocol（例如bl skill add --name bailian-protocol,bailian-gen），否则业务 skill 的相对路径 Read 会失败。Agents wrap with Call attribution.
Provider selection and consent
Classify the request into exactly one class before cloud operations. Local Skill discovery and reading its local enablement/binding state do not select a provider or authorize upload.
For personal knowledge, read bailian-knowledge when a task needs the user's own historical documents or the user wants ongoing use of selected materials. An active, unblocked, purpose-matched local binding with applicable consent selects Bailian for that knowledge subtask (class 4), including relevant retrieval in a later session without naming Bailian again. The host still completes the writing/reasoning task; do not route the whole conversation through Bailian models. Installation or a default collection is not an enabled knowledge base. With no matching binding, one-off attachments and ordinary Q&A stay class 1; an explicit wish to connect materials for ongoing use may receive one brief cloud-service choice before any upload or creation (class 5). Paused bindings are not automatically resumed. Read consent does not authorize upload, synchronization, replacement, deletion, or new recurring charges.
For personal memory, explicitly enabling bailian-memory selects Bailian for the authorized memory subtask (class 4), including later relevant recall/extraction. It does not route ordinary answers through Bailian models. Installation alone is not enablement; before uploading personal content or creating its Profile, follow that skill’s cloud-storage consent. Pausing disables automatic memory operations.
