事先授权制度
端到端的预先授权决策支持系统，具有多代理AI管道、MCP工具注册表和PostgreSQL后端。

技术栈
- 前端：React 18+Vite+顺风CSS+shadcn/ui
- 后端：带JWT身份验证的Express.js（ESM）
- 数据库PostgreSQL 16（6个表，400+种子行）
- AI管道：4个代理+6个MCP工具+9步处理流水线
先决条件
- Node.js 18+
- PostgreSQL 16+

设置
